Plumbing Certificate of Compliance (COC) in South Africa: What You Need to Know

What is a plumbing COC?
A Plumbing Certificate of Compliance (sometimes called a Water Installation Certificate) confirms that the plumbing on a property meets the requirements of SANS 10252 and the local municipal bylaws. It must be issued by a PIRB-registered plumber (Plumbing Industry Registration Board).
When is it required?
A COC is legally required at transfer in:
- City of Cape Town — mandatory for every property sale
- Some smaller municipalities in the Western Cape
It is not currently mandatory in Johannesburg, Pretoria, Durban, Bloemfontein, Gqeberha or East London for transfer — but conveyancers often request one anyway, and banks may require it for bond approval. Always check with your conveyancer.
What the plumber checks
The inspecting plumber will verify:
- No cross-connection between potable water and any other source
- Hot water cylinder has a working safety valve, vacuum breaker, and drip tray with overflow to outside
- No water leaks on the property
- Water meter registers zero when no taps are open
- All terminal water fittings work
- Geyser is correctly earthed and bonded
- No discharge of stormwater into the sewer
What it costs
- Standard issue (no defects): R650–R1,500
- With minor repairs (e.g. replace a vacuum breaker): R1,500–R3,500
- With major repairs (e.g. replace a leaking geyser overflow line): R5,000+
The cost of the inspection is usually paid by the seller.
Who can issue a COC?
Only a plumber registered with the PIRB (Plumbing Industry Registration Board) can legally issue a Certificate of Compliance. The certificate carries a unique number and is uploaded to the PIRB database — your conveyancer will verify it there.
Be cautious of any plumber offering to "sign off" without inspection. A fraudulent COC can be challenged years later and you will be liable.
How long does it take?
Most COC inspections take 2–4 hours on a standard 3-bedroom house. If repairs are needed, it can stretch over 1–2 days. Book at least 2 weeks before transfer to leave time for any work.
