When you hire a plumber in South Africa, the single most important question to ask is whether they are PIRB-registered. The Plumbing Industry Registration Board licenses plumbers, and only a PIRB-registered plumber can legally issue the Certificate of Compliance you need for geyser work, solar installations and certain property sales.

What PIRB registration actually means

The PIRB is a registered professional body recognised by SAQA. Only qualified plumbers who have passed a board examination may register. Once registered, they are permitted to issue a Certificate of Compliance (CoC). Licensed plumbers must also do continuous professional development to stay current with safety standards.

The CoC system was introduced in 2011 and, for the first time, gave the South African public protection against non-compliant plumbing work that could cause health risks, injuries, property damage and water losses.

When is a CoC legally required?

A PIRB CoC must be issued for plumbing work on a geyser, a solar water heater or a heat pump. The CoC is the plumber's self-certification that the work complies with regulatory installation requirements and national standards such as SANS 10252 and SANS 10254.

A plumbing CoC is also mandatory for property transfers in some municipalities. In Cape Town, for example, a CoC certifying compliance with the city's Water By-Law (2010) must be issued by a PIRB-registered plumber before transfer. That certificate is typically valid for six months from issue, provided no alterations are made.

How the audit system protects you

The PIRB has the Institute of Plumbing South Africa (IOPSA) physically audit a portion of issued certificates, around 5%. If errors are found, the plumber is compelled to return to site and fix the work. This audit mechanism is what gives the CoC real weight.

How to verify a plumber is PIRB-registered

  • Ask for their PIRB licence number and verify it on the PIRB website before work begins.
  • Confirm they can issue a CoC, not just promise one. Only licensed plumbers can purchase and issue valid certificates.
  • Be wary of any plumber who offers a cheaper price by skipping the CoC on geyser work. That shortcut leaves you legally exposed and can void an insurance claim.
